  156. such matters as market entry, spectrum
  157. assignment, tariffs, intercarrier
  158. agreements, terms and conditions of
  159. service, interconnection between
  160. networks and services, and routing
  161. requirements that impede the provision
  162. of telecommunications transport
  163. networks and telecommunications
  164. transport services, radio
  165. communication and submarine cables, on
  166. a cross-border basis.

  168. Telecommunications transport services
  169. typically involve the real-time
  170. transmission of customer-supplied
  171. information between two or more points
  172. without any end-to-end change in the
  173. form or content of the customer's
  174. information, whether or not such
  175. services are offered to the public
  176. generally.  These services include
  177. voice and data services by wire,
  178. radiocommunication or any other
  179. electromagnetic means of transmission.
